Road Maintenance
Road maintenance is funded from Maintenance Fund fees paid annually by HSB property owners. More information on the distribution of these funds is available here.
The POA owns and is responsible for the maintenance of 122 miles of roads. The road maintenance program is divided into three parts: first, the annual road improvement program involving Llano County resources; second, the sustaining work by private contractors to maintain daily usability of the roads; and third, road landscaping maintained by the the resort under contract with the POA. In 2004 a local engineering firm was contracted to assess the condition of our roads and provide recommendations for the development of a long-range road maintenance program. Based on the HSB long-range road maintenance plan, a section of the the road network is selected annually for seal coating and asphalting. The plan is closely coordinated with both the Llano County Road Department and private contractors to minimize any conflicts or delays and to ensure timely completion of the road work. Preparation work on the roadways is scheduled to begin in May and is to be completed by the end of July. This allows the Llano County work teams and equipment to begin on August 1st. The second part of the road maintenance program includes daily maintenance and repair of minor problems as they develop i.e. potholes, washouts and edge failures. It also includes special projects to correct problems such as the ingress/egress aprons from the low water crossings.
The last part of the the maintenance plan is directed by the Declaration of Restrictions requiring the POA to contract with the Resort to maintain the landscaping on Horseshoe Bay Blvd, Bay West Blvd and all entrances off Hwy 2147.
At the end of the 2006 maintenance season 60 miles of roads (roughly half the 122 miles) will have been maintained in the 6 year period since the program has been in place.
In 2004, the POA installed a one mile test strip with 18" wide concrete ribboncurbs on each side of the road, and a hot-mix asphalt road surface. This high quality road surface while expensive to install would reduce maintenance in the long run, and have a cheaper life-cycle maintenance cost. Costs and funding methods were explored for bringing all HSB roads to this standard, POA members were surveyed, but no decisions have been reached.
