PROPERTY OWNERS' ASSOCIATION

Ribbons or No Ribbons…You Decide!

Ribbon Curbing Enhances The Appearance and Length of Service of Roads.

1. Ribbon curbing defines a professional and finished look.

2. Ribbon curbing brings an aesthetic merit worthy of consideration.

3. Ribbon curbing will indeed preserve the edges of an asphalt road thereby rendering additional life to the road.

4. The major roads described in the road renewal program will most certainly require additional strengthening on the edges due to the amount of car and truck traffic.

5. The price of progress!

Impact of Ribbon Curbs…What Impact Would Ribbon Curbing Have on Future Maintenance Costs?

1. Edge failures would virtually be eliminated. The curbs also contain the HMAC and keep it from separating at pressure points; i.e. on curves and at hillside transitions.

2. Maintenance costs have been eliminated on Thanksgiving Mountain Road and Hi Circle North. The roads are now four years old.

3. When maintenance does become necessary, it should be less.

4. The POA currently spends an average of $2500.00 per mile per year for roads without ribbon curbs.

What About The Cost?

1. Latest cost estimate are that the curbs add 45% to the cost.

2. You’ve got it….The cost will be passed on to each property owner in the form of an assessment.

How Long Will Our Roads Last With An Overlay But Without Ribbon Curbing?

1. The developer ‘paved’ the roads thirty years ago with a double ‘sealcoat’. These roads have served us well, but major restoration and renewal is upon us.

2. Any projection of longevity is subject to traffic pattern, number of and weight of construction vehicles as well as other variables. However, the estimates of longevity range up to another 20 to 30 years.

Considerations To Ponder!

1. Ribbon curbing brings a citified look to a hill country community…Was this the look that attracted you to Horseshoe Bay?

2. With the 2008 road renewal program, all roads with residences on them will be repaved…Do all of our residential roads need ribbon curbing?

3. Are we paying for a road renewal project to last a reasonable lifetime or for the benefit of the next three generations?

4. It is you, the property owner who will vote and pay for the appearance and expected lifetime of the road which you as a tax payer are most confident in.
