Board Members

The HSB POA is administered by a 7-member Board of Directors who serve 3-year terms and receive no salary. Elections are held at the annual HSB POA members' meeting during the month of March. 
Dr Bryan Roach: President
 
Dr Bryan Roach is a native Texan. He was born and raised in Freeport, Texas attending Brazosport High School. He graduated college from the University of Texas at Austin, receiving a BA in Biology. After college, he was selected for dental school at the UTHSC at San Antonio and received his DDS in dentistry. After dental school, he entered the US Army and spent 22 years in the military. Dr Roach met his wife, Linda, in the military. Linda is an US Army helicopter pilot. Early in his military career, Dr Roach was selected for residency in Oral and Maxillofacial Surgery. Bryan finished his military career as a Colonel and Chief Of Oral and Maxillofacial Surgery at Brooke Army Medical Center in San Antonio. He was also the program director for the 4 year residency in Oral and Maxillofacial Surgery at BAMC in San Antonio. Dr Roach is a Gulf War veteran. After his military career, Dr Roach went into private practice for 13 years in San Antonio, TX. Bryan and Linda purchased property in Horseshoe Bay in 2014 and have lived in Horseshoe Bay permanently since 2019. They have three children. Bryan and Linda enjoy the retirement life by playing golf, boating, and relaxing with friends here at Horseshoe Bay.
Rick Overholt: Vice President
 
I am a full-time HSB resident since January 2021.   Before moving here after my wife Kathy and I retired, we were part-time residents for two years.  I am a US ARMY Veteran. I received an Honorable Discharge and achieved the rank of Sergeant. I graduated with Honors from Lone Star College with Associates Degree in Business. I was founder and CEO for OMNI Fire and Security in for 34 years, and grew the business from one employee, to one of the Houston 100 fastest growing private companies - and also became one of the 100 largest alarm companies in the US in 2020.  OMNI provides commercial, light industrial, and residential fire and security systems and works with Fire Marshals in 35 jurisdictions. I served with two POA’s in Houston, The Hidden Valley Civic Club and the Olde Oaks HOA.  I'm currently attending the HSB Citizens Academy to have a better understanding of the City’s inner workings. 
I now want to contribute my time and my experience to help my neighbors.  I think we can make property ownership in HSB a better experience by streamlining some of the processes.  I also believe there is room for improvement in clarifying the requirements for making updates to our property.  My hobbies are hiking, biking and gardening. I'm an active member of the Hill Country Trekkers. I have hiked or climbed the highest peak in every US state except Alaska. Kathy and I have enjoyed meeting so many of our neighbors and love the closeness and friendliness that exists in Horseshoe Bay. I promise to work just as determinedly for my neighbors in HSB as I did while building my business and climbing mountains!
Belinda Roberts: Treasurer
 
Belinda Roberts brings more than 25 years of board experience to the Horseshoe Bay POA. Having served on numerous boards over her career in insurance and employee benefits, Belinda semi-retired to Horseshoe Bay in 2020 after visiting the Hill Country for many years to visit family. Furthermore, with a bachelor’s degree in Business Finance, Belinda has the expertise and knowledge needed to work with our team of qualified board members to make Horseshoe Bay the community of choice for the Hill Country. 
ynthia Clinesmith: Director  A Horseshoe Bay full time resident since 1995.  I was a 36 year educator serving as Adjunct Instructor, Texas Tech, State Director for District Intervention, Superintendent/Campus Principal, Teacher.  Was a City Council Woman/

A Horseshoe Bay full time resident since 1995.  I was a 36 year educator serving as Adjunct Instructor, Texas Tech, State Director for District Intervention, Superintendent/Campus Principal, Teacher.  Was a City Council Woman/Mayor for Horseshoe Bay, serving approximately 9+ years.  Volunteered at various organizations, such as Boys and Girls Club, Church of Horseshoe Bay and Hill County Family Crisis.  My goal is to support effective/efficient use of POA members’ investment with transparency and community spirit.

Joe Dan Rowland: Director

Partnership in Insurance Agency growing it to the 5th largest privately owned agencies in Dallas. CPCU Designation and a Risk Manager’s License. I Pride myself on a career of working collaboratively and successfully with others. My goals are to Maintain Property Values by fulfilling maintenance responsibilities outlined in HSB Charter, Bylaws, and Precedent. Strive for Transparency with open meetings and clear communication. Involve Property Owners in decisions in use of property dues.
Forrest Covin: Director
 
My wife, Toni, and I moved to Horseshoe Bay 14 years ago and have witnessed the city's growth, prosperity, and enduring pride. I am committed to fostering cooperation among all entities and preserving "our slice of paradise." My intention is to actively listen to all views, especially those of property owners, and foster cooperation among all our community partners—the POA, City, and Resort. I will strive to maintain transparency and rebuild the trust between the POA members, the Resort, and the City. We need our meetings and our financial activities to be a model of openness with those that we serve. I will strive to involve you in decisions that potentially could affect your property and property values…particularly those that not within the normal scope of the POA charter. I will strive to help maintain your quality of life and make decisions for the beneficial outcome for our community. I will listen to all opinions and work with our community…we are blessed to be together, and we can work together. Horseshoe Bay is an awesome community with great people. Let’s keep it that way! 
Bryce Harris: Director
 
I have lived in Horseshoe Bay for over two and a half years and thoroughly enjoy my time here. HSB POA board members must know how to plan and understand the budget, manage the association’s finances, deal with disputes, discuss and carry out ideas, and listen to the membership. As a college graduate and 15 years of working in warehousing logistics, I am the owner and CEO of W.T. Harris Company. My experience in owning and managing day-to-day operations makes me a great board director. I am will to help re-establish the checks and balances between the POA and the Maintenance Fund. I believe the POA is in place to work with Ownership.
