POA COMMITTEE CHAIRS FOR 2026-2027
Finance & Accounting
Chair - Cynthia Clinesmith
The committee is responsible for review and recommendations of accounts, tax returns, operating and capital budgets and monthly financials and annually audited financial reports. Sub-committee: Essential Operations coordinates with the corresponding committee chairperson to execute strategic and operational plans in the event of an emergency disaster, a crisis or financial need to include, but not limited to; use of facilities in an emergency, implementation of a crisis management plan, re-evaluate budgetary needs, and/or prioritize resources driven by economic demands.
Business & Capital Projects
Chair - David Wright
This committee coordinates with other POA committees and develops real property, financial, and technological assets management plans. Responsible for managing real property and fixed assets owned by the Association and developing strategic plans for programs development. Assist the Executive Director to efficiently and cost effectively maintain the value of the Association’s current assets and the evaluation of POA real property. The committee is also responsible for coordinating and publishing a Capital Improvement Plan with the Annual Budget as well as providing advice, coordination, and guidance on the development of parks and recreational facilities owned by the HSB POA. Sub-committees: Facilities, Mailboxes and Parks & Trails.
Nomination & Recruitment
Chair- Joe Dan Rowland
The purpose of the nominating committee is to seek eligible members for positions on the HSB POA Board of Directors by the following procedures. The committee is responsible for preparing information packets for future candidates, advertising in community newspapers and emailing our members, gathering application packets from the candidates, reviewing bio’s to be included in the annual newsletter, reviewing eligibility of each candidate, sanctioning votes and announcing winners at the annual meeting.
Personnel & Administration
Chair - Forrest Covin
This committee is responsible for overseeing the Human Resources Policies of the organization including the Employee Handbook. Provides updates in accordance with new Federal and State Laws and Regulations and executes and oversees the employee performance rating system.
Policy, Risk Management & Enforcement
Chair - Forrest Covin
The committee is responsible for ensuring compliance with the Association’s governing documents, rules, and policies while promoting their fair and consistent application. It reviews alleged violations, determines appropriate enforcement actions in accordance with established procedures, and ensures due process for all property owners. In addition, the committee serves as an impartial body to hear and evaluate appeals related to enforcement decisions, fines, or compliance actions. It considers all relevant information, ensures equitable outcomes, and may recommend the modification, reversal, or affirmation of prior decisions. The committee also reviews and assesses organizational documents, contracts, and agreements for appropriateness and potential improvement, while identifying, analyzing, and recommending mitigation strategies for risks that may impact the Association. Through its work, the committee promotes transparency, accountability, consistency, and sound governance, helping to maintain community standards and protect the rights and interests of all members.
Special Events
Chair - Bryce Harris
The committee is responsible for coordinating member's events and special community events sponsored by the HSB POA. These events aim to provide our members with opportunities to interact with other members. Our events contribute to introduce our mission to new members while cultivating community spirit and culture. Annual events include Spring Fling, Independence Day Celebration, Fall Fest & Chili Cook-Off, Trunk or Treat and the Member's Holiday Party. Additional events include our Community Educational Series, Special Meetings, Annual Meeting, and Board Elections.
Public Relations & Communications
Chair - Darlene Bowles
The committee has a broad range of responsibilities. Some of the areas of responsibility include coordinating all communications from the POA Organization, attending and representing the HSB POA at special public events, coordinating newsletter and message from the board, articles for publication, overseeing the webpage, and other social media outlets. Additionally, it oversees the organizations' information technology assets including audio and video.
